Kutztown University: A.F.A. in Studio Arts to B.S. in Art Education


Guaranteed Articulation Agreement Between
Kutztown University of Pennsylvania and Delaware County Community College

WHEREAS, Kutztown University of Pennsylvania (Kutztown) offers a Bachelor of Science in Art Education degree; and

WHEREAS, Delaware County Community College (DCCC) offers an Associate in Fine Arts in Studio Arts degree; and

WHEREAS, both institutions desire to facilitate the transfer of graduates from the Associate in Fine Arts in Studio Arts at DCCC to the Bachelor of Science in Art Education degree program at Kutztown; and

WHEREAS, subject to the terms of this Agreement, the student who has earned the Associate in Fine Arts in Studio Arts with a minimum cumulative grade point average of 2.0 at DCCC and successfully completes the Kutztown art portfolio review shall be guaranteed admission with advanced standing at the junior level to Kutztown.

NOW, THEREFORE, Kutztown and DCCC, in consideration of the mutual covenants contained herein, the parties, intending to be legally bound hereby officially confirm the following terms of this Agreement:

Admission of Transfer Student. Prior to matriculation at Kutztown, the student meets with a DCCC Transfer Advisor to complete an Intent to Enroll form to enroll in this Guaranteed Admissions Program. Students must enroll in the program by completing the Intent to Enroll form after earning 30 college credits but not more than 45. In the last semester at DCCC, the student must complete the Kutztown transfer admissions application and submit the Kutztown art portfolio review. Admission to Kutztown is assured with the completion of the Associate in Fine Arts in Studio Arts and a successful portfolio review. The application fee will be waived by Kutztown.

Acceptance into the Bachelor of Science in Art Education. Kutztown will acknowledge the student’s intent to enroll and the student must submit appropriate advanced deposits that will be credited towards the first semester fees.

Student Transcript. The student must forward an official, final DCCC transcript verifying receipt of the Associate in Fine Arts in Studio Arts prior to registering at Kutztown. Costs associated with the transcript will be paid by the student.

Academic Policies and Requirements. The student, while enrolled at either institution, shall comply with each school’s academic policies and requirements. However, the specific academic policies/degree requirements in effect for the Bachelor of Science in Art Education degree as awarded by Kutztown will be as such exists at the time of the student’s matriculation into the program.

Discipline Policies. The student, while enrolled at either institution, shall comply with each school’s discipline policies and requirements. However, the specific discipline policies/degree requirements in effect for the Bachelor of Science in Art Education degree as awarded by Kutztown will be as such exists at the time of the student’s matriculation into the program.

Transfer Credits. Kutztown accepts credits from DCCC in accordance with the State System Board of Governor’s Policy 1999-01. Student Transfer Policy. The transfer of grades below a “C” will be reviewed in the same manner as the grading policy of native Kutztown University students provided that the student has earned the associate degree with an overall GPA of 2.0. Kutztown accepts and applies credits from DCCC as outlined in the attached APPENDIX. In addition, the Graduation Residency Requirements stipulate that 30 of the last 60 credits must be completed at Kutztown and 50 percent of the major coursework requirements must be from a State System university as part of the 120-credit baccalaureate degree requirements.

Credits Required for Bachelor of Science in Art Education Degree. A minimum of 120 credits (including transfer credits) must be successfully completed, after which Kutztown will award the Bachelor of Science in Art Education degree and will be responsible for insuring the academic standards necessary for the awarding of the degree.

University Representatives/Monitors. Representatives from both institutions will be appointed to evaluate the Agreement in operation.

Nondiscrimination. The parties agree to continue their respective policies of nondiscrimination based on Title VI of the Civil Rights Act of 1964 in regard to sex, age, race, color, creed, national origin, Title IX of the Education Amendments of 1972 and other applicable laws, as well as the provisions of the Americans with Disabilities Act.

Interpretation. The laws of the Commonwealth of Pennsylvania shall govern this Agreement. This agreement is not a legally binding contract and is not enforceable in a court or in the Pennsylvania Board of Claims. In the event of a dispute between the parties, advice and direction will be offered by the Office of the Chancellor of the State System of Higher Education.

Relationship of Parties. The relationship between the parties to this Agreement to each other is that of independent contractors. The relationship of the parties to this contract to each other shall not be construed to constitute a partnership, joint venture or any other relationship, other than that of independent contractors.

Liability. Neither of the parties shall assume any liabilities to each other. As to liability to each other or death to persons, or damages to property, the parties do not waive any defense as a result of entering into this contract. This provision shall not be construed to limit either parties' rights, claims or defenses which arise as a matter of law pursuant to any provisions of this contract. This provision shall not be construed to limit the sovereign immunity of the Commonwealth or of the State System of Higher Education or Kutztown.

Termination of Agreement. This Agreement will last for five (5) years from the date of the final signature below. Either Kutztown or DCCC may terminate this agreement ninety (90) days after receipt of written notification to the other institution. All commitments made to students who have been accepted, but not yet completed the program at Kutztown, will be honored. In the event of a substantial breach, either party may terminate this agreement.

Entire Agreement. This Agreement represents the entire understanding between the parties. This Agreement shall only be modified in writing with the same formality as the original Agreement.

Notes:          
1. DCCC curriculum requires ART 144 Figure Painting. Kutztown University requires ENG 112. If students do not complete ENG 112 at DCCC, they will need to complete the course at Kutztown University, thereby adding additional time to Degree Completion. Therefore, ENG 112 is an approved course substitution for ART 144.
2. DCCC curriculum requires MAT 120 Modern College Mathematics. Kutztown University is requiring MAT 125 Mathematics for Teachers of Children I. If students do not complete MAT 125 (transfers as MAT 103 Fundamentals of Mathematics I), they may need to complete testing (at an additional cost) to satisfy the Basic Skills Mathematics Requirement for PDE teacher certification. Therefore, MAT 125 is an approved course substitution for MAT 120.
3. DCCC curriculum requires a Transferable Diversity and Social Justice designated Sociology course. Kutztown University requires ENG 230 or 240. If students do not complete ENG 230 or 240 at DCCC, they will need to complete the course at Kutztown University, thereby adding additional time to Degree Completion. Therefore, ENG 230 or 240 is an approved course substitution for the Diversity and Social Justice designated SOC course. Please be aware: ENG 240 is currently only offered in the fall semester.
4. The DCCC Course Director is allowing students to meet this requirement with ART 211 Digital Imaging or ART 236 Digital Photo I.
5. DCCC curriculum requires ART 145 Watercolor Painting. Kutztown University is requiring ART 242 Drawing III. If students do not completed ART 242 at DCCC, they will need to complete the course at Kutztown University, thereby adding additional time to Degree Completion. Therefore, ART 242 is an approved course substitution for ART 145.
