(Delaware and Chester Counties, PA)—Jimmy Binns, 74, a prominent Philadelphia attorney, will graduate from Delaware County Community College’s Municipal Police Academy on Wednesday, December 18. A former Pennsylvania Boxing Commissioner, who once played himself in the movies “Rocky V” and “Rocky Balboa,” Binns founded and heads the Hero Plaque Program, the Hero Thrill Show, Inc., and he chairs CopWheels, Inc. He will be the oldest person to have ever graduated from the College’s Police Academy.
