General Parking and Traffic Regulations
Parking and traffic regulations have been developed to ensure the safe and efficient flow of traffic throughout our campuses and to provide equitable use of all parking areas. The Security and Safety Office is authorized to control traffic and enforce the college parking and traffic regulations. For the safety of the entire campus community, please adhere to these regulations and all posted traffic control signs and markings as well as directions from the Security Officers. There is no fee charged for campus parking which is available on a "first come" basis.
Authority
The director of Security and Safety or designate is authorized to enforce
traffic and parking regulations and to establish procedures in accordance
with these regulations. The College is not responsible for losses due to
theft or damage to vehicles.
Application of Regulations
Students
Students are authorized to park only in general parking areas. On the
Main Campus general parking is in lots A through H and J through N .On
all campuses students must park between two white parking space
lines. No parking sticker is necessary. Student parking is prohibited in
designated or signed faculty/staff areas, those areas marked or signed
Guest Parking, fire lanes, along roadway curb lines, and grassy unpaved
areas and loading dock areas.
Handicapped (staff, faculty and students)
Persons with a Pennsylvania (or other state) handicap vehicle registration
plate or placard, or Severely Disabled Veteran registrations are the only
persons permitted to park in DCCC handicap parking spaces. On the
Main campus handicap parking spaces are located in gated lots 1 and 2.
at Southeast Exton and Malin the spots are located in the front of the
building. Downingtown spots are located in the circle to the side of the
building.
These regulations are in compliance with Pennsylvania State
vehicle statutes.
For temporary disabling conditions one must apply for a temporary placard from the state in which they reside; the College Nurse has the Pennsylvania forms available and will assist in filing them with the state. For those temporary-disabling conditions not covered under Pennsylvania State vehicle statutes, one must apply for temporary medical parking with the College Nurse. There are eight temporary medical spaces located on the Main campus in gated lots 1 and 2 that may be used while awaiting receipt of the state placard or as authorized by the director of safety and security.
A handicap permit authorizes parking in any designated ( i.e. Lined) space when there are no spaces available in the handicap parking area.
Visitors
Visitors to the Main campus must park in general parking lots A through
H and J through N but should not park in those spaces marked for Guest
Parking in Staff lot 2.
Guests
On our Main Campus, guest spaces are available in staff lot 2. The term "Guest" was
adopted to distinguish between those persons invited to call on the College
and the casual visitor, whose visit, although welcome, is not directly related
to the day-to-day operation of the College. Guests (or their sponsors) will
be expected to sign in and register their vehicles at the reception desk in
the FH building lobby. Unregistered vehicles will be ticketed.
Overnight Parking
Parking of vehicles overnight is not permitted unless authorized by the director
of security and safety.
Parking/Traffic Enforcement Regulations
A three tiered parking/traffic-fine structure is established based on the
frequency of the offenses. Speed limits on campus are as follows:
- 10 mph in all parking lots
- 15 mph on roadways where designated
- 25 mph on the main campus loop road as designated
Student Violators
Fines assessed for parking/traffic violations are listed at the bottom of
the ticket. Invoices are sent from the Business Office. Grades and transcripts
will be withheld until payment of the fine is made. If four or more violations
occur, further disciplinary steps may be assessed. The Director of security and
safety may withdraw parking privileges for violations. Three unpaid tickets
may result in loss of parking privileges or towing.

Fines are assessed for all offenses ticketed. Examples of violations are:
- Parking in a fire lane or within 15 feet of a fire hydrant.
- Unauthorized parking in the handicapped- designated area.
- Obstructing other vehicles
- Parking on a roadway
- Unauthorized parking in the loading dock areas
- Unauthorized parking in the faculty/staff areas
- Parking on grass or unpaved areas
- Parking in a walkway
- Parking in a bus stop area
- Occupying more than one parking space
- Parking an unregistered vehicle
- Parking in a lot aisle
- Parking a car in a motorcycle area
- Parking along curbs
- Other unauthorized parking
- Operating a vehicle recklessly
- Speeding or operating too fast for conditions
- Failing to stop at a stop sign
- Operating on a walkway or unpaved area
- Driving the wrong way in a one way designated area
- All other offenses in the Pennsylvania Vehicle Code
Towing
Vehicles that remain parked on any campus overnight without permission from
the Director of security and safety, vehicles that present a traffic hazard,
vehicles that have three unpaid tickets, vehicles with fourth offense parking/traffic
regulations or vehicles that impede the normal functions of the college are
subject to towing and storage at the owner's expense. It is the responsibility
of the vehicle owner/operator to request special overnight parking permission
from the director of security and safety.
Appeals
Tickets for parking or traffic violations issued by the College may be appealed
through the Security Office within 10 days of the Invoice date. The final level
of review for contested tickets is the Director of Plant Operations. Ticket
appeal forms may be obtained by contacting the Security office on the main campus,
the Administration office at the Malin Road, Exton Center and Southeast
Center or the Security Desk at the Downingtown Campus.
