Crime Statistics

Campus Security Act Overview
Jeanne Clery, a 19-year-old Lehigh University freshman, was assaulted and murdered in her dorm room in April 1986. The Jeanne Clery Act was enacted in the belief that crime awareness can prevent campus victimization. The law requires colleges and universities receiving federal funding to prepare, publish, and distribute, by October 1 of each year, campus security policies and crime statistics.

These campus security policies and crime statistics must be distributed through appropriate publications or mailings, to all current students and employees, and made available to any applicant for enrollment or employment upon request. What this means is DCCC must publish a Campus Security Report each year that contains a number of policies related to campus security as well as crime statistics.

Crime statistics information is provided by Delaware County Community College in accordance with the Federal Higher Education Act 20 U.S.C.1092 (f) and the College and University Security Information Act of Pennsylvania. These laws require DCCC to publish crime statistics on certain offenses.

Criminal Offenses Defined
The criminal offense definitions cited here are only brief summaries and are not intended to replace or further define any federal, state or local laws or ordinances or College policies. These definitions are only intended as a guide.

PART I OFFENSES:

Murder
The willful (non-negligent) killing of one human being by another.

Manslaughter
The killing of a human being by another who is under a sudden and intense passion as a result of serious provocation by the deceased.

Negligent Manslaughter
The killing of a human being by another as a result of an unlawful act done in a reckless or negligent manner, or in doing a lawful act in a reckless or negligent manner, a death results.

Rape
The carnal knowledge of a person, forcibly and/or against that person's will; or not forcibly or against the person's will where the victim is incapable of giving consent because of his/her temporary or permanent mental or physical incapacity (or because of his/her youth).

Robbery
The attempt or actual taking of anything of value from the care, custody or control of another human being by force, the threat of force or violence and/or by putting the victim in fear.

Aggravated Assault
An unlawful attack by one human being upon another and severe or aggravated bodily injury occurs. It is not necessary that an actual injury occurs if the person is in fear of severe bodily injury.

The unlawful entry of a structure to commit a crime.

Theft-Larceny
Theft-larceny is the unlawful taking, carrying, leading or riding away of property from the possession or constructive possession of another. It includes crimes such as shoplifting, pocket picking, purse snatching, bicycle thefts, etc...; however, there is no use of force, violence or fraud.

Motor Vehicle Theft
The theft or attempted theft of a motor vehicle by a person who does not have permission or lawful access to the vehicle.

Arson
When a human being recklessly places another human being in danger of death or serious bodily injury by intentionally starting a fire or causing an explosion, or if a human being starts a fire or causes an explosion with the intention of destroying or damaging an inhabited or occupied structure of another. Also, if a person aids, pays or agrees to pay another to cause a fire or explosion that puts another human being in danger of death or bodily injury.

PART II OFFENSES:

Other Assault
Assaults and attempted assaults where no weapon is used and which do not result in serious or aggravated injury to the victim.

Forgery Falsification, alteration, or misuse of documents, funds, or property.

Vandalism Willful or malicious destruction of public or private property.

Weapons Law Violations
The violation of any laws or ordinances such as the manufacture, sale or possession of deadly weapons; carrying deadly weapons concealed or openly; furnishing deadly weapons to minors; and any attempts to commit any of the above.

Liquor Law Violations
Violations of any laws or ordinances relating to the unlawful sale, transportation, furnishing, possessing, manufacture or consumption of intoxicating liquor.

Drug Offense Violations
Violations of any laws or ordinances relating to the unlawful sale, transportation, furnishing, possessing, manufacture or consumption of narcotic drugs. These include but are not limited to opium, morphine, heroin, cocaine, marijuana, synthetic narcotics and dangerous non-narcotic drugs.

Bias Motivated Offenses
When a human being is a crime victim and that victim was selected based on his/her perceived participation in a protected class (race, religion , gender, sexual orientation, disability or ethnicity) and the crime involves a murder, sexual assault, aggravated assault, burglary, robbery or arson.

Disorderly Conduct
Unlawful interruption of the peace, quiet, or order of the college community; chiefly, disturbing the peace, vagrancy, loitering, unlawful assembly or any offense which interrupts the educational process.
